1. Senior Specialist, Healthcare Risk Management
The job holder shall be responsible to continually assess various healthcare risks to healthcare workers, patients and the public in health care facilities; minimizing the risk of medical errors, financial mistakes, accidents and other adverse events and perform a variety of functions related to mitigating the potential risks and liabilities a healthcare facility might face while developing and implementing policies that improve both patient care and employee safety.
Key Roles and Responsibilities:
- Oversee the entire healthcare risk management program and help in developing systems and processes to improve the monitoring and control of these risks.
- Establish, formulate and implement the national healthcare risk management programs across the State of Qatar.
- Establishes, formulates and implements healthcare risk management education and training programs and training across the State of Qatar to build capacity in the sector.
- Monitor outcomes of national risk management plan and accordingly generate recommendations and proposals. changes, policies, or programs that could prevent future errors.
- Manage the spread of “lessons learned” from adverse events, as well as successful initiatives, to all national healthcare organizations.
- Maintain the MOPH Healthcare Risk Register.
- Analyse the healthcare risks to a healthcare facility on: (disaster recovery planning, emergency incident management, site safety and security, patient safety, identification of required insurance coverage, and ongoing potential risks such as theft, fraud, and medical or dental provider errors etc.)
- Work with the team to ensure risk appetite, policies, procedures, monitoring and reporting is aligned with the MOPH policies.
- Develop risk KPIs and monitor compliance to these KPIs and compliance to related policies.
- Direct and oversee the implementation of regular reporting on risk KPIs and sharing performance reports with concerned departments.
- Participate in investigating sentinel events and near misses in the healthcare facilities, as needed.
- Manage coordination between healthcare facilities and MOPH on improvement initiatives related to healthcare risk management.
- Report on critical/high/medium risks to the Department and ensure reporting of critical/high risks to the Board and its relevant committees.
- Coordinate with healthcare facilities and L&D function at MOPH to provide ongoing education, awareness and training around healthcare risk management and detective and preventative measures to healthcare workers/professionals.
- Ensure compliance with standard healthcare risk management guidelines that are overseen by MOPH and other regulatory bodies.
- Perform other duties as requested to meet the ongoing organizational needs.
2. Consultant, Applied Behavioral Science
The Consultant shall lead the integration of Behavioral Insights (BI) into healthcare quality, patient safety , and Risk Management Anti-Microbial Resistance and Infection Prevention and Control (IPC) and National Clinical Guidelines strategies, policies and interventions. The job holder shall use Behavioral insights to enhance healthcare worker adherence to healthcare quality measures and thereby improve healthcare delivery. Consultantant shall be responsible for designing behaviorally informed quality improvement initiatives, addressing behavioral barriers, and embedding BI within Ministry of Public Health (MOPH) programs. The role ensures interventions are sustainable, culturally adapted, and effective within the healthcare setting. This includes overseeing behavioral risk assessments, supporting risk management plans, and monitoring key behavioral indicators for continuous improvement.
Key Roles and Responsibilities:
- Drive the adoption of innovative behavioral approaches to enhance healthcare worker experience, adherence to safety measures, and overall patient outcomes.
- Conduct behavioral research to identify cognitive biases, motivations, and barriers affecting compliance with healthcare quality, safety, and IPC practices to support evidence-based improvements.
- Support the department’s national initiatives in Infection Prevention and Control (IPC), Anti-Microbial Resistance, National Clinical Guidelines, and Patient Safety and Risk Management by applying behavioral insights to improve adherence and enhance healthcare quality across all safety domains.
- Develop and implement a behavioral science strategy for quality improvement, ensuring alignment with national healthcare quality, patient safety policies, IPC standards, and operational plans.
- Facilitate stakeholder engagement workshops to co-design behaviorally informed interventions for the healthcare workers.
- Utilize BI to facilitate community engagement and enhance the work of patient representatives to improve person centeredness of all healthcare services.
- Establish behavioral monitoring and early warning systems to identify gaps in compliance across quality and safety measures, proactively addressing risks related to healthcare worker behavior and safety.
- Collaborate with key stakeholders, including healthcare leaders, policymakers, and frontline workers, to integrate behavioral insights into a wide range of quality and safety initiatives, ensuring the consistent application of best practices across healthcare settings.
- Develop, update, and oversee the implementation of behaviorally informed policies and procedures that address broader healthcare quality, safety, and IPC compliance. Ensure strong governance and adherence to global standards like those from the WHO and CDC.
- Lead behaviorally informed quality improvement projects across healthcare settings, embedding evidence-based interventions to improve adherence to quality, safety, and IPC guidelines. Pilot test new interventions to assess feasibility before full-scale implementation.
- Develop and monitor compliance with behavioral science-informed standards for healthcare quality and safety. Ensure regular evaluation and reporting to relevant bodies and create frameworks for continuous behavioral feedback loops and reinforcement mechanisms.
- Translate behavioral insights research into actionable policy and practice, supporting the development of strategies, guidelines, and procedures to enhance overall quality and safety outcomes, tailored to diverse healthcare settings.
- Oversee the tracking of intervention progress and risks, ensuring appropriate escalation of implementation challenges and corrective actions. Use adaptive management techniques to refine interventions based on real-time feedback and evolving quality needs.
- Contribute to discussions on healthcare quality innovation, supporting the implementation of behaviorally informed opportunities to improve infection prevention, patient safety, and overall care practices. Explore the integration of digital tools and technology-driven behavioral solutions in healthcare.
- Support the development of public awareness campaigns that apply behavioral insights to improve healthcare behaviors beyond healthcare workers, including enhancing patient safety, visitor compliance, and public health awareness regarding IPC measures.
- Perform additional duties as required, ensuring the continuous application of behavioral insights to strengthen quality, safety, and patient outcomes across healthcare systems.
3. Specialist Internal Auditor
The job holder shall be responsible to execute risk based internal audit engagements under the direct supervision of the Senior Internal Auditor (SIA); perform follow-up on the implementation of audit recommendations and/or client management action plans.
Key Roles and Responsibilities:
- Assist the SIA in the planning phase of the audit engagement as assigned, particularly on the following audit activities:
- Understand the context and purpose of the audit engagement.
- Gather information to understand the area or process under audit.
- Conduct a preliminary risk assessment of the area or process under audit.
- Form engagement objectives.
- Establish engagement scope.
- Perform controls testing of the controls for audit assigned by the SIA
- Document the controls testing sheets. Test and evaluate the Control design and effectiveness.
- Inform immediately the SIA of audit findings that are significant, needs immediate attention and action of the client management.
- Discuss with the SIA any potential audit finding before documenting the in-Audit Findings Report (AFR).
- Prepare the AFR for review of the SIA. The audit findings must contain all five attributes, i.e. the criteria, the root cause, the condition, the risk/effect, and the recommendation
- Prepare workpapers documenting the results of the audit procedures performed.
- Perform the audit in accordance with the International Standards for the Professional Practice of Internal Auditing (ISPPIA) of the Institute of Internal Auditors (IIA)
- Perform follow-up on the implementation of audit recommendations and/or management action plans
- Perform other duties as requested to meet the ongoing organizational needs.
4. Specialist, Enterprise Architecture
The job holder shall be responsible to create, maintain and manage eHealth architecture models and their lower level components while ensuring that the overall eHealth architecture is maintained in a coherent manner and that appropriate considerations are made for its security and quality. Ensure the respective business, application, data and technology perspectives are in line with the organization’s technology and governance strategies, policies and standard.
Key Roles and Responsibilities:
- Responsible for the definition and communication of the target technology and infrastructure architecture blueprint including Technology Principles, Technology and Infrastructure Strategy, Technology Strategy, Technology Standards, Technology Reference Models, Technology and Infrastructure Modelling Guidelines etc.
- Support the head section in establishing National Health Insurance Company (NHIC) Integration Platform.
- Create overall architecture vision for integration technologies and ensures specific components are appropriately designed and leveraged; contributes to the holistic vision of Enterprise Architecture (EA).
- Create Integration-related reference architecture frameworks and patterns.
- Recommend and participate in activities related to the design, development and maintenance of the Enterprise Architecture (EA).
- Advise and recommend enterprise architecture strategies, processes and methodologies.
- Recommend and participate in the analysis, evaluation and development of enterprise long-term strategic and operating plans to ensure that the EA objectives are consistent with the enterprise’s long-term business objectives.
- Share best practices, lessons learned and constantly updates the technical system architecture requirements based on changing technologies, and knowledge related to recent, current and up-coming vendor products and solutions.
- Participate in and manage Architecture Working Groups for the development and maintenance of the EA.
- Collaborate with all relevant parties in order to review the objectives and constraints of each solution and determine conformance with the EA. Recommends the most suitable technical architecture and defines the solution at a high level.
- Recommend and participates in the development of architecture blueprints for related systems.
- Identify and recommend areas appropriate for further study and participates in any Proof of Concept projects required to thoroughly investigate architectural possibilities and strengthen arguments for their adoption.
- Identify implementation risks and analyses potential impact on the enterprise and on the achievement of scheduled objectives.
- Recommend and participate in the design and implementation of standards, tools and methodologies.
- Participate in the design and implementation of e-health service management standards, tools and methodologies.
